I think what's likely here is you've got the cores mixed up you probably have one of the lines in the neutral connection and the other line in the switch line. No voltage, means the cable is damaged/loose connection, voltage correct and fan isn't working, broken fan. Ensure you have the same colours at the fan in the same configuration, retest at the fan, ensuring the isolater is on. Test at the isolater, you should have 230 between neutral and permanent line and same to switch line when the bathroom light is on. One perminant line, one switch line and one neutral.
